THE Chinese Minister presents his compliments to His Britannic Majesty's Principal Secretary of State for Foreign Affairs and has the honour to state that he has just received a telegram from the Wai-chiao Pu in Peking instructing him to approach his Excellency and to express to him the earnest desire of his Government that the International Agreement come to at The Hague regarding the prohibition of opium may be ratified on as early a date as possible.
